In the Monday, September 21, 2009 edition of the Kodiak Daily Mirror, We read the headline "KIBSD Fails To Meet AYP". The article added that we were one of three school districts at the second lowest of the four levels of AYP. AYP stands for Adequate Yearly Progress. This is not an accurate depiction of how KIBSD stacks up against other districts in the state.

Actually KIBSD ranks in the top three school districts measured against the same subgroups and populations. Under the current AYP system all districts are measured equally regardless of enrollment or subgroup categories. In sports there are ranking categories for comparing the size of competitive programs. There are 1A, 2A, 3A and 4A schools which are based on student enrollment and sport categories. The top 1A sports team is not compared to the top 4A team much like school districts who have fifteen students tested should not be compared to school districts who have fifteen-hundred students tested. They are not competitors and are measured by different standards.
No Child Left Behind (NCLB) requires 31 categories to be met in order to meet AYP. These categories include students with disabilities and students who are limited English proficient. KIBSD is measured against all of the most challenging parts of the AYP system. To rank or compare all 54 Alaska school districts is misleading.
This is why.

All 23 districts that met AYP:

have between 20 - 290 students
do not have to meet all 31 NCLB categories
did not have to report Students With Disabilities or Limited English Proficient students

Of the school districts in Alaska that do report Students With Disabilities or Limited English Proficient students KIBSD ranks in the top three districts of comparable populations.

KIBSD missed 2 of the 31 categories measured by NCLB.

They were:

Limited English Proficient students in the area of Language Arts in grade span 6-12 (missed target by two students)
Students with Disabilities in the area of Mathematics in grade span 6-12 (missed target by 15 students)

KIBSD educators are very proud of how we meet the needs of all our students.

We like to introduce our district this way: "Kodiak Island Borough School District-- where all communities play essential roles in education and all successes are measured one child at a time." We live by these words.

We are leaders in the state and champion the needs of our students every day. We do not subscribe to the notion that Alaska's districts should be compared with such an unequal measurement. We believe that our successes are measured by each child we serve.
